Sealed bids in two parts (Techno-commercial Bid & Price Bid) are invited in the prescribed format from experienced and financially sound agencies for execution of the following works at Ib Thermal Power Station, Banharpali.

Bid documents can be obtained either from the office of Contract Cell, Ib Thermal Power Station, Banharpali OR from Technical Department, OPGC Corporate Office, Bhubaneswar during working days & hours on payment of cost mentioned against each work and as per the following schedule:

For Sl. No.1:
(a) Date of sale: 21/08/2006 to 15/09/2006 (b) Date of pre-bid meeting: 22/09/2006 at 10.00 A.M at Contract Cell, ITPS (c) Date of receipt / submission: 03/10/2006 Up to 5.00 P.M (Either at Contract Cell, ITPS OR at Corporate Office, Bhubaneswar) (d) Date of opening of Techno-commercial Bid: 05/10/2006 at 3.00 P.M (At Contract Cell, ITPS).

Minimum qualification requirements:
1) The bidder must have registration from the Govt. of ODISHA as a Super Class License holder / Registered in any other State Govt. having equivalent License* / Registered in CPWD OR any Govt. of India Organization having equivalent License* / Enlisted in any Public Sector Undertaking OR Railways for executing job of equivalent amount */ Agency having experience in the execution of similar specialized jobs.

2) The bidder should have established experience in the construction of Embankments / Dams.

3) The bidder should have executed during last 5 years at least one completed work involving construction of one Embankment / Dam and should have handled an earthwork of three lakh cubic metre in a year for the same.

4) The bidder shall be a profit-making firm and shall have achieved a turn over of at least Rs.6.0 crores (six crores) in any one of the last three years.

5) The bidder shall produce valid IT PAN, VAT/ Sales tax clearance certificate, PF Code and Service Tax Code with application for tender documents.

For Sl. No.2:
(a) Date of sale: 30/08/2006 to 11/09/2006 (b) Date of receipt / submission: 14/09/2006 Up to 5.00 P.M (Either at Contract Cell, ITPS OR at Corporate Office, Bhubaneswar) (d) Date of opening of Techno-commercial Bid: 16/09/2006 at 3.00 P.M (At Contract Cell, ITPS).

Minimum qualification requirements:
1) The bidder must have registration from the Govt. of ODISHA as a Special Class License holder or above / Registered in any other State Govt. having equivalent License* / Registered in CPWD OR any Govt. of India Organization having equivalent License* / Enlisted in any Public Sector Undertaking OR Railways for executing job of equivalent amount */ Agency having experience in the execution of similar specialized jobs.

2) The bidder should have successfully completed one single work involving ash/earthwork for a minimum value of Rs.60.00 lakh during last five years. Completion certificate in support of the same shall be produced.

3) The bidder shall be a profit-making firm and shall have achieved a turn over of at least Rs.1.0 crore (one crore) in any one of the last three years.

4) The bidder shall produce valid IT PAN, VAT/Sales tax clearance certificate, PF Code and Service Tax Code with application for tender documents.

NOTE-Equivalent license* /equivalent amount* means that the bidder is eligible to execute a job forRS. 1872.55 Lakh under the license/ registration/ enlistment for the job mentioned at sl no1 and for a job of Rs 120.875 Lakh at slno 2 respectively. Cost of bid documents (non-refundable) shall be paid by Demand Draft in favour of OPGC Ltd. drawn on State Bank of India (Code-9510) / Andhra Bank (Code-0662) / Central Bank of India (Code-BELPAHA). Completed bids shall be received either at Contract Cell, ITPS or at Corporate Office, Bhubaneswar. The bids can also be sent through Post to reach the undersigned on or before 03/10/2006 and 14/09/2006 (Up to 5.00 P.M.) for Sl. No.1 and 2 respectively. Bids shall be opened only at Contract Cell, ITPS in presence of the bidders or their authorized representatives if present at the time of opening. If the date of sale, opening and receipt happens to be a HOLIDAY, the tender will be opened or received and opened at the same time on the next working day. The photocopies of all the supporting documents required for participating in the tender mentioned in NIT/Tender paper shall be submitted along with the “Techno-commercial” part for qualification in “Techno-commercial bid”, otherwise the bid is liable for rejection.

Bids received after stipulated date & time shall not be entertained. OPGC shall not take any liability on account of any postal delay. Authority reserves the right to accept, reject any or all tenders, split up the scope among eligible bidders or cancel the tender altogether without assigning any reason thereof.
