Separate sealed bids for each work in prescribed format are invited from bona fide and financially sound agencies having inline experience, Provident Fund Registration Certificate, Service Tax Registration Certificate, valid Income Tax PAN and VAT/Sales Tax Clearance Certificate for execution of the following works at Ib Thermal Power Station, Banharpali. The agencies not having Service Tax Code shall submit copy of application made to appropriate department seeking Service Tax Code OR submit an undertaking to produce the Service Tax Code before award of the job in the event they are successful, failing which their EMD shall be forfeited.

Bid documents can be obtained either from Contract Cell, Ib Thermal Power Station, Banharpali or from Technical Cell, OPGC Corporate Office, Bhubaneswar during working days on submission of cost as mentioned above. Bid documents can also be downloaded from our website www.opgc.co.in. The date of sale, receipt / submission and opening of bids shall be as per the following schedule:

(a) Date of sale: 17/02/2007 to 02/03/2007 (b) Date of receipt/submission: Up to 5.00 P.M of 05/03/2007 (Either at Contract Cell, ITPS OR at Corporate Office, Bhubaneswar) (c) Date of opening: 07/03/2007 at 3.00 P.M. at Contract Cell, ITPS. For the work at Sl. No.1, only Techno-commercial bid shall be opened on this date.

Eligibility Criteria for the work at Sl. No.1:

1. The bidder must have registration from the Govt. of ODISHA as a ‘A’ Class License holder or above / Registered in any other State Govt. having equivalent License / Registered in CPWD OR any Govt. of India Organization having equivalent License / Enlisted in any Public Sector Undertaking OR Railways for executing job of equivalent amount / Agency having experience in the execution of similar specialized jobs.
2. The bidder should have successfully completed one single work involving ash/earthwork for a minimum value of Rs.20 lakhs during last five years. Completion certificate in support of the same shall be produced.
3. The bidder shall be a profit-making firm and shall have achieved a turn over of at least Rs.1.0 crore in any one of the last three financial years (2003 – 2006).
4. The bidder must be having valid IT PAN, VAT/Sales Tax Clearance Certificate, Provident Fund Registration Certificate and Service Tax Registration Certificate of appropriate category.

Cost of bid documents (non-refundable) shall be paid by Cash/Demand Draft in favour of OPGC Ltd. drawn on State Bank of India (Code-9510) / Andhra Bank (Code-0662) / Central Bank of India (Code-Belpah). Bid documents can also be downloaded from our website “www.opgc.co.in” and can be used as tender document, in which case the cost of the same shall have to be submitted along with the Techno-commercial bid and the Draft towards the cost of tender (separate from EMD) should be prepared before the last date of sale of tender, otherwise shall be summarily rejected. In case of any discrepancy found between tender document downloaded from website and the master copy in our office, the latter should prevail. No claim on this account shall be entertained. Complete bids shall be received either at Contract Cell, ITPS or at Corporate Office, Bhubaneswar. The bids can also be sent through Post to reach the undersigned on or before 05/03/2007 (Up to 5.00 P.M.). Bids shall be opened only at Contract Cell, ITPS in presence of the bidders or their authorized representatives if present at the time of opening. If the date of sale, receipt and opening happens to be a HOLIDAY, the tender will be opened or received and opened at the same time on the next working day. The photocopies of all the supporting documents required for participating in the tender mentioned in NIT/Tender paper shall be submitted along with the Techno-commercial bid; otherwise the bid is liable for rejection. Bids with out EMD shall be out rightly rejected.
