Separate Sealed bids in ‘Two Part System’ and in the prescribed format are invited from bona fide and financially sound reputed agencies / registered Firms / Companies for execution of the following work at Sl.No.1 and “Expression of Interest” from prospective vendors for different works at Sl.No.2 are invited for vendor registration at Ib-Thermal Power Station, Banharpali.

For Work at Sl.No. (1)

Eligibility criteria:

1. Bidders must possess & submit valid Income Tax PAN and VAT/Sales Tax Registration Certificate, Service Tax Registration Certificate, Provident Fund Registration Certificate for execution of the above work at Ib-Thermal Power Station, Banharpali.
2. Must have executed and successfully completed at least five C&I R&M projects in thermal power plants during last three years out of which two should be MaxDNA projects. Preference will be given to the parties who have executed R&M jobs as an integrated package (SG, TG and Station C&I).
3. Must be able to submit the performance certificates of completion from the customer
4. Should have executed R&M projects with following items in the existing DCS system:
a) At least 100 numbers of electronic panels including relay panels and marshalling cabinets
b) At least 5000 numbers of I/Os
5. Must have all specialized tools and tackles like ferrule tagging machine, meggers, digital multimeters, cathode ray oscilloscope, cable jointing and testing equipment, fibre optic cable jointing machine, fibre optic fault locater etc.
6. Should be able to provide consumables like lugs, ferrules, conduits, glands, clamps, fasteners etc. in huge quantity required for complete R&M jobs
7. Must have completed at least one complete R&M C&I project (SG, TG and Station C&I) within 30 days from zero date during last three years.
8. Must have qualified engineers, supervisors, technicians and electricians having adequate exposure to MaxDNA system.
9. Bidder must submit filled up EHS contractor pre-qualification questionnaire and acceptance of OPGC “Zero Tolerance Safety Policy”.

Bid documents can be obtained from Contract Cell, Ib Thermal Power Station, Banharpali during working days on submission of tender cost as mentioned above. Bid documents can also be downloaded from our website www.opgc.co.in and used as tender document. The date of sale, receipt and opening of bids shall be as per the following schedule:

(a) Date of sale: 31/08/2009 to 15/09/2009 (b) Date of receipt/submission: Up to 1:00 P.M of 18/09/2009 (c) Date of opening of technical bid: 18/09/2009 at 3:00 P.M.

Cost of bid documents (non-refundable) shall be paid by Cash / Demand Draft in favour of OPGC Ltd. drawn on State Bank of India (Code-9510) / Andhra Bank (Code-0662) / Central Bank of India (Code-Belpah). Cost of bid documents, if downloaded from our website, shall have to be submitted along with the bid and the DD towards the tender cost (separate from EMD) should be prepared before the last date of sale of tender, otherwise shall be liable for rejection. In case of any discrepancy found between tender document downloaded from website and the master copy in our office, the latter should prevail. No claim on this account shall be entertained. Complete bids shall be received at Contract Cell, ITPS. Bids shall also be opened at Contract Cell, ITPS in presence of the bidders or their authorized representatives if present at the time of opening. If the last date of sale / receipt / opening happens to be a HOLIDAY, the tender will be sold / received / opened at the respective time on the next working day. The photocopies of all the supporting documents required for participating in the tender mentioned in NIT/Tender paper shall be submitted along with the bid; otherwise the bid is liable for rejection. Bids without EMD will be out rightly rejected.
Bids received after stipulated date & time shall not be entertained. OPGC shall not take any liability on account of any postal delay. Authority reserves the right to accept / reject any or all tenders, split up the scope among eligible bidders or cancel the tender altogether without assigning any reason thereof.

For works at Sl.No.(2):

EOI is invited in sealed cover from interested & reputed registered Firm / Companies having inline experience, Provident Fund Registration Certificate, Service Tax Registration Certificate, valid Income Tax PAN and VAT/Sales Tax Registration Certificate for vendor’s registration in OPGC for carrying out different works, and services being done every year for running 2x210MW Thermal Units at Ib Thermal Power Station, Banharpali.

Further OPGC has introduced its own “Zero Tolerance Safety Policy” under its Contractors Safety Management system. Interested vendors have to furnish the EHS pre-qualification Questionnaires and acceptance of “Zero Tolerance Safety Policy” of OPGC for any works, which shall be executed at OPGC plant site. Those who have applied earlier may also apply for updating.

N.B: All EOI submitted must contain supporting documents like, statutory requirements, credentials, company profiles and their present commitments. After receipt of the EOI, the same shall be scrutinized, verified and if required vendor’s sites may be visited, discussed and then on satisfactory findings, agencies shall be intimated that they are registered in our OPGC vendor list. Qualified vendors shall be invited for RFPs for the jobs as per their credentials time to time in future as per the requirement of the company. This EOI invited is solely intended to register vendors and not binding on the part of OPGC to award any contract.
